Brooke was born in Warrenton, Virginia, and went on to sutdy at the Pennsylvania Academy of Fine Arts. After brief stints teaching art, including one year at The Virginai Military Institute, Brooke served as U.S. consul in La Rochelle, France, and while there continued his studies. Upon his return he settled in Washington D.C. He is most well known for several genre paintings of African-American daily life, a rare subject for the time, one of which hung in the Corcoran Art Gallery.
