Elmer A. Ruff moved to Cincinnati, Ohio shortly after his birth in 1931. After being homeschooled, he attended Withrow High School, and then went on to the University of Cincinnati where he earned a Bachelor of Applied Arts and a Bachelor of Science in Education. He culminated his education with a Master of Fine Arts Degree from the University of Florida in 1956.

During his long and distinguished career, Elmer taught evening classes a t the University of Cincinnati, weekend classes at the Cincinnati Art Museum, as well as at the Cincinnati Junior Lear, Madeira Highs School and many private art classes.

He has had numerous exhibits of his work throughout the United States, including one man shows and group exhibitions, and has had reviews published in Art News, La Review Moderne, The Cincinnati Enquirer, The St. Louis Post-Dispatch and more.
