Cramer was born in Germany and studied painting at the Karlsruhe Academy under Ludwig Schmidt-Reutte and Ernest Schurth, where he developed a particular interest in the German avant-garde movement. After school, he moved with his American wife, Florence Ballin, to Woodstock, New York where he founded and directed the Woodstock Artists Association. Cramer’s work has been exhibited at the Whitney Museum, the Carnegie International, the Pennsylvania Academy of the Fine Arts, and more.
