Major General Butler's Proclamation, New Orleans, 1862

A printed proclamation dated May 1, 1862, from Union Major General Butler. The Union was in control of the city of New Orleans, this proclamation lists the rules, and laws that the citizens must follow. Some of the laws consist of the surrender of anyone who is against the United States; only flags and signs of the United States can be displayed; anyone who pledges allegiance to the United States will be protected, but those who don’t will be put to death; shops and businesses are to operate as normal but coffee houses, public houses, and saloons must report their names to a Provost Marshall to receive a license; Confederate bonds and money is not permitted in circulation; reporting the movement of a United States soldier is not permitted and finally it’s noted that while the government wants to exercise these laws mildly, the government will impose martial law if necessary to keep control.
