Jim Gary Phillips was born in 1951 in Southern Kentucky, and the financial struggle he experienced as a child followed him into adulthood. Working, often multiple jobs at once, and taking care of his family left no time for art. His first exposure to art came from the walking sticks his grandfather would make every winter, but it was his encounter with noted folk artist Minnie Adkins in the 1990s that inspired him to paint himself. He began painting the world around him, including childhood memories, patriotic and religious scenes, and the local landscape and animals, and mostly paints on discarded kitchen cabinet doors from the factories near his home.
