Born in Moscow, Russia, Harry Oshiver began his artistic endeavors after moving to Pennsylvania. He began his formal training at the Spring Gardens Institute and then at the Pennsylvania Academy of the Fine Arts, studying under Daniel Garber, Hugh Breckenridge, and Henry McCarter. His work is represented in the permanent collection of the Franklin Institute in Philadelphia.
