Best known for the Ex Nihilo relief on the National Cathedral and the Three Soldiers Vietnam War memorial, Hart was a self-taught American sculptor inspired by traditional techniques and classical sculptors. Originally working in clay, Hart created and patented a method of sculpting in acrylic whereby he was able to enclose one sculpture within another. After dropping out of both the Corcoran School of Art and American University, Hart stayed in Washington, D.C. to work at Giorgio Gianetti Studio of Architectural Sculpture and later held an apprenticeship with Roger Morigi, a master sculptor of the National Cathedral at the time. Later in his life he started his own studio where he created his emotive figural statues in limited edition acrylic renderings. He was awarded the National Medal of Arts in 2004.
