Webber was a self-taught New England artist, recognized for both his East Coast landscape paintings and illustrations of the Civil War, in which he served. In his lifetime, he was a member of the Boston Art Club. His work can be found in collections including the Brooklyn Museum and the Portland Museum of Art.

- spot mark to the upper right of sail; abrasions with some overpainting along vertical line to the lower right; scratch to the lower left; abrasions along the edges of painting particularly along the lower edge; painting examined under black light; accretions to the verso of the canvas.
